You can be any of the mentors (if they're not already taken). While mentors won't be in the games, they have a role in it as well. They will be helping the tribute with their interview, will deal with alliances formed before the games, and will also deal with sponsors.

District 4: Finnick
District 5: Foxface
District 6: A Morphling (boy or girl) (you pick name)
District 7: Johanna
District 8: (you pick name)
District 9: (you pick name)
District 10: (you pick name)
District 11: Rue (when she's older)
District 12: Katniss (taken by @Miatonks )
If you want to change one of the people (Ex. Clove instead of Cato) let me know and it can be done.
