Harut and Marut are two angels sent to test the people in Babylon. The Quran explicitly says that angels are servants of God without a free will (Quran 21:26) and because of that there aren't any fallen angels.
Satan (Iblis) rebelled against God who later banished him on earth. Till the 'Day of Judgment' he created mischief and mayhem on earth, according to verses. In Islamic terminology, Satan, like humans, has had the capacity to choose whether to obey God or disobey him, which means he is given free will and rights.
