Prologue

Tortimer was done being the mayor of Picoria. The old tortoise had been mayor for a long time and it was starting to get very boring for him. He was tired of being cooped up in the town hall doing nothing but his exhausting mayoral duties and nothing else but that. Besides, it wasn't like him being mayor was doing Picoria any good. Lately, the little town has been going downhill. Pieces of trash were littered around town, stores were going out of business, and villagers were moving away due to low citizen satisfaction levels. If Picoria kept going like this, the town would surely fall apart. Tortimer cared for Picoria, but he just couldn't be tasked as mayor anymore. I think it's time for me to retire, the elderly tortoise said to himself.

Isabelle got to the town hall early in the morning, like she usually does. The yellow shih tzu was Mayor Tortimer's secretary and assistant. Isabelle walked to her small, brown desk and started to sort out important papers and read documents. She worked for a little while until she heard the front door open. It was Mayor Tortimer. "Good morning, Mayor!" Isabelle said with a bright smile. "Would you like me to make you some coffee?".
Tortimer replied, "no thanks Isabelle, I am just here to pack up my belongings." Tortimer was holding a large briefcase and his long, light brown cane.
"Would you like cream with your coffee may- wait, WHAT!?!?", Isabelle said startled. "What do you mean pack up your belongings?". Tortimer sighed. He knew Isabelle would freak out.
"I'm retiring, Isabelle. I have came to the realization that I am getting too old to be mayor. This town is falling apart and my old age isn't helping one bit." Not to mention that life as mayor is extremely boring! Tortimer thought. Isabelle couldn't believe it.
"B-but... who is going to be mayor now?" Isabelle asked. Surely it wouldn't be her, right? If she were Mayor of Picoria, then the town would DEFINITELY be destroyed.
"I have already called for a replacement Mayor and he should be here tomorrow." Tortimer said to reassure her. He didn't actually call for a replacement yet. He just wanted to calm Isabelle down before she really started to freak out.
"W-well, thats good I guess..." Isabelle said. "But what am I going to tell the villagers?"
"Just simply tell them that I am retiring. Really Isabelle, there is no need to stress out." Tortimer said. Isabelle didn't know what to say. How could he just up and leave just like that? Tortimer walked over to his desk and started to pack up his things. The room was silent for a few minutes until he was finished packing. Tortimer went to the front door and opened it. Before he left, he said to Isabelle, "everything is going to be ok. I'm sure the replacement will be a great Mayor. Goodbye Isabelle." Tortimer walked out and closed the door. Isabelle stood by her desk, stunned that a relatively nice morning turned into one of her most stressful times in her life. Isabelle shook her head and said to herself, Mayor Tort- I mean Tortimer is right; I shouldn't stress out about this that much. Maybe with the new mayor, Picoria will go back to being a nice, little town. For the rest of the day, Isabelle started preparing for the new Mayor's arrival, with the hopeful thought that things will get better. Little did Isabelle know that Tortimer forgot to call the new replacement.
