There were still other humans like us in Concourd. They set out for a quest to help the people of the CommenWelf. They found a group of Raiders and a Minutemen with a couple of settlers. They were trapped in a room. After the heros cleared the path The MinuteMen says something about a suit of power armor on the roof.
