Ishtrix' action didn't fall well with most of his subjects. The Roman citizens that lives in the Roman towns were upset that he executed so many of his own people. They perceived his action as a religious human sacrifice. Some even filed complains about him to the Governor. The Governor answered that the case was handled well by the client king and that no injustice was done according to the Roman law. The peasants were accused of 'treason' and 'plotting an overthrow of the established order'. Many of the soldiers that were stationed throughout the country of the Caninefates also doubted the decision of the German-Celtic ruler. The only ones that supported him were the bankers. Why? They were permitted to confiscate the lands of all those farmers and resell them in exchange for a 40% tax towards the State. Most civilians (not the Roman citizens), nevertheless, believed the accusations about a potential riot. Therefore, they were appeased with the reaction of the governor. They trusted the government far more than the Roman citizens did.
Flavius, a marine Captain and guard of the dune district, had to transport a group of prisoners towards the dune prison complex. These men were convicted for lesser crimes as theft, scamming and disrupting the public order. Among them was Janus and Bertus. Janus was a mason, working in construction projects. Furthermore, he was often found at the Pantheon involved in rites. Bertus is a postal messenger. Janus was arrested two months ago. Bertus 10 days go. Flavius' military camp received an order from Emperor Hadrian to maintain secure the health of all the prisoners. They will receive a fine of 100 Denari for every prisoner that dies under their supervision. When the Emperor was inspecting the Rhine camps he was very upset with the dire circumstances of the employers and villages that surrounded the military camps. He already laid a fine of 20.000 Denarii on the Rhine camps.
At a certain day a riot broke out in the Flenio marine complex. The situation escalated into rough violence between civilians. Five centurions managed to keep the violence from spreading any further. The governor of Lower Germany was informed about the situation. He became exceedingly angry. He blamed the administration under Ishtrix and the Judicial convent of Caninefates for the escalation. The vice-governor of the province urged him to calm down. The vice-governor proposed to Install an extra marine base of 500 troops near Flenio. The governor agreed.
Flavius, a week after the decision was made, heard about the construction of another marine base. The reciprocal violence within Flenio ceased, but the tensions was still there. The total damage was 3 deaths and 81 wounded. Flavius became frightened that the new marine base might bring changes for his position as head of the dune district. The marine base was located at the border of his jurisdiction. Flavius decided to sail to Britain. To hide his motives, he decided to fake illness and place a lieutenant as his replacement while he was gone. The lieutenant was not permitted to reveal where he was going.
