Hikaru made his own jutsu called water reflects. This jutsu is a jutsu that can only be used by a certain person you can miniuplate and use the water freely to your will the water can also defend you in battle like gaara sand. This is a defense and attack jutsu so you have to be in Hikaru's blood line to do it.
