Did you know that HRE is in fact Germany and Prussia?
When the young nation died, he shared his personality and physical traits, along with his memories between his successors. However, the split was uneven. Germany got most of his physical and behavioral characteristics while Prussia inherited his memories. As a result, Prussia is madly in love with Italy, but he won't even make a move because he knows that the little Italian would be happier with Germany, as he is more similar to HRE overall.
He just wants his true love to be happy.
