It honestly never meant to be a war.
Honestly it just meant to pass the time because the compound was incredibly boring. Sam noticed Bucky getting all defensive and grumpy around Steve and decided to wager a bet.
"Well if your so confident he's your best friend then prove it." Sam grinned crossing his arms. "By the end of this week you have to get Steve to actually verbalize your his best friend."
"Seniority trumps the new guy case closed" Bucky snapped back from the kitchen counter. Everyone else was training or running errands leaving just the two of them. Normally they would never be left in the same room together for longer than maybe ten seconds but today was an exception. Bucky was trying to make his smoothie in peace but Sam apparently had other plans.
"Is that fear I hear in your voice Buckster?" Sam smirked as he got a reaction out of his stoic roommate. Bucky's jaw clenched and his eyes darted up to him in anger.
"I'm not afraid of anything" he growled taking a step towards him. "Fine. I'll play your stupid game. Just leave me alone"
Sam grinned triumphantly and turned to walk away. He'd won this battle. Now he needed to win the war.

Day one:
Steve got home from a half a marathon run all sweaty and tired and ready to take a shower and be done with it. But apparently his companions had other plans.
"Hey Cap! I made you lunch!" Sam smiled from the staircase balcony. Steve gave a half smile and put his hands on his knees. Usually he wouldn't get so out of breath but his also seen a little puppy along the way and chased it around for a while to get it back to its owner, and man that bugger was fast. Cute, but fast. "Come on!!"
Steve nodded a little and went up the stairs slowly. "Why? I can make my own" Steve said stretching his sore muscles. "It's no trouble"
"Exactly so I might as well make it for my friend right?" Sam smiled holding out a grilled cheese sandwich. Steve eyed him warily but took it.
"Thanks I guess" he shrugged taking a huge bite. Food was food and food made Steve not as dizzy. Sam smirked at Bucky who was on the couch in a big hoodie and jeans now. He tended to wear clothing that left everything up to the imagination. This sweater was actually Steve's though and when Sam saw this he frowned.
"Is that my sweater?" Steve called from the kitchen as he got water. Bucky nodded pulling his knees close.
"It's warm. I was cold... Sorry" he shrugged and looked down. Sam glared. He knew what Bucky was up to. And he didn't like it.
Everyone knew Steve had a soft spot for cute things. They just made him smile and blush and get all happy. Especially if it had to do with his Bucky. If Bucky did something cute Steve would be smiling for weeks about it. Bucky was rarely cute or for that matter showed any emotions. But Bucky was determined to win this.
"Aw Buck" Steve mumbled going over and hugging him tightly. "It's fine I really don't mind. You can keep it. It suits you" he babbled on all giddy now. Over his shoulder Bucky gave a small smirk to Sam who narrowed his eyes.
"Thanks..." Bucky said with a totally fake yawn and rubbed his eyes. Steve beamed at him and sat him back down.
"I'm going to go shower." he called out bounding down the hall. Bucky stretched out and put his hands behind his head.
"That's just cold" Sam grumbled as he passed.
"Hey I've been trained to be cute. It's called acting." Bucky said with a rare smile on his lips. "Your move bird-man"
