Rowling stated that Muggleborns can become wizards and witches because there will most likely be a wizard/witch somewhere on their family tree; the gene will be passed down and appear in unexpected places. Surprisingly, Muggleborns have been known to be some of the best wizards/witches of their time, like Hermione Granger and Lily Evans.
