Teddy first saw Victoire when he was two. He went with Harry and Ginny to see Fleur at the hospital.
Teddy walked into the hospital room to see Fleur holding Victoire. When he saw her his hair immediately changed to the her shade of blonde. The only person to truly notice this was Bill.
