This is a good question. For Asriel, I was able to give him a fragment of my soul to grow from, so he's back no normal. As for Chara, now that's a good question...
How do I explain this...do you remember that the six human souls disappeared? Well, they decided to help Chara, give her a good second chance. So, they created a special soul and gave it to Chara, so now she's physical and not a ghost.
