Just sketch out a simple circle and a vertical line in the middle. Then put a line under the circle. This will somewhat place the jaw.

I guess you can call this the "frame" of the face. I like to the lines a bit over. Remember to do what ever is more comfortable for you.

If this helps you can place the eyes by making more horizontal lines. (Honestly this doesn't help me that much now, but when I was newbie it was my best friend) Also sorry for erasing the vertical. Leave it so you know how much space it is between the eyes and placing the nose.
