Bill Cipher. He seems to be dead. I believe that either he is trapped within the statue and cannot in any way escape until a certain event happens, he has taken on a different form and must await to change back to his physical form and he changes back to his physical form when a certain event happens, or he is trapped in the mindscape and cannot take on a vessel or even appear in dreams but will be set free when a certain event happens.
