[also, excuse the dog. I just... was bored, spare me]
1. Find a background picture! You can use a multitude of things, including plain backgrounds, aesthetic backgrounds, manipulated backgrounds, whatever!
2. The most basic instructions are as follows:
2 1/2. Find a transparent (aka PNG) of whomever.
2 3/4. Open background in superimpose
2 2/2. Use the PNG as the foreground. Add filters, text, and overlays to make it look fancier.
3. Voila! You have yourself a basic, eye pleasing icon!!!
---all icons in example picture are made by me. Do not use them without telling me.
