The people inside are wearing a traditional Japanese clothing and it (from my view) is probably a yukuza family.
Yukuza (if I spelled that right 😂😂) is a Japanese group of gangsters. I think this probably cause I've seen a few anime's with them in it and scenes like this happen frequently.
Or maybe.....
