1. The Frame:
The legs should be approximately 1.5 times longer that the upper body. Arms (including hands) should come up to a little lower than mid-thigh. The shoulders should never be smaller than the side of the head, and should never be wider than the hips.

2. The "Mannequin":
Simply draw a body on the frame. The bulge on the calfs should start to narrow before mid-calf. One hand should be able to cover approximately half of the face, and the top of the foot is usually the length of a hand.

Basically, just put clothes on your base.

Add hair, eyes, mouth, and any accessories.

5. Final Details:
Complete the face. Add any detail to the outfit. Colour/shade.

And that's how to do a full body. Well, that's how I do a full body anyways. Feel free to experiment with different styles and proportions, whatever works best for you.
