Did you ever make flubber while you were in grade school? Or at some point in your life, have messed with the weird substance?
If so, then you know that, when you applied enough pressure, the liquid flubber would become a solid.
The same principle applies here. The water ice VII is made out of is underneath so much pressure, that the molecules are shoved so close together it becomes a solid.
I am only aware of two examples. One, is a planet made entirely of water. The core of this planet is ice VII because the pressure from the water above allows it to exist as such.
The second is a planet made of ice that is constantly on fire! This planet is so close to it's star, it caught on fire! However, the ice doesn't melt because the extreme gravity of it's core is holding the water molecules together, so it can never melt or evaporate.
Isn't that flipping awesome?! This is by far my favorite planet!
