Let's begin with a couple of definitions. 

Criminal - One who commits a crime. 

Crime - The doing of an act forbidden by the law. 

Now, what if someone was a rebel under the rule of a tyrant? They would go against the laws set by the tyrant and be classified a criminal, right? See where I'm getting? 

Roy's and Joseline's cases are similar. And so is, currently, Mira's.

The History Lesson 

X 2033 - Democracies all over the world are being toppled, their leaders killed mysteriously. New leaders elected, but they meet with the same fate, as do their bodyguards.

X 2035 - Mysterious killer starts targeting monarchies. 

X 2035 - Widespread confusion and chaos. The killing of political leaders becomes a global issue. A few political institutions bombed.

X 2036, 5th April - Culprit behind political killings reveals identity on international television, after "hacking" satellite signals. A woman named Eris. Demands right to dictatorship over the globe.

X 2036, 22nd August - The globe obeys one master....or mistress. Her highness Empress Eris is crowned.

The World &Her Majesty, Eris the Brilliant: A study  

Even after five years of her rule, the people know next to nothing about her; everything about her is shrouded in mystery. 

What helped her achieve world domination, for instance. When she demanded the right to global dictatorship, nobody was willing to grant that wish. The UN made an official statement, ordering her to abandon her attempts at world domination, and (for obvious reasons) offering her a good home at a high level rehabilitation centre. As expected, she wasn't very pleased. Eris gave the UN 72 hours time to declare her empress, or perish. Foolishly but unsurprisingly, the UN disregarded this, and tried to track her down - but without any success. True to her, word, Eris gave them exactly 72 hours. At the seventy third hour, major explosions took place at all of the UN's major agencies - the cold-hearted precision was unnerving; more than a thousand were killed. 

Eris then made a second appearance on television. She asked whatever political leaders were still alive, to come together and declare her empress within 48 hours, or face nuclear explosions in their respective countries. How she possessed such weapons of destruction,is,to this day, a mystery,but 13 hours after her telecast,she got her wish. 

Around the time of her crowning,rumors flooded the internet alleging Empress Eris of employing the Raeslers for her political massacre.These rumors were taken lightly,owing to the fact that along with the Raeslers,other "probable assistants" included vampires,bloody Mary,Jack the Ripper's descendants and aliens.

Empress Eris gave a whole new meaning to the term "global citizen"; people hated her for it,but they were powerless.This gave rise to a number of rebels.Hunted by the Empire,they established their own bases effectively and were helped by commoners.A whole new military unit,known as the Humanitarian Forces (HF), was set aside to exterminate the rebels who were accused of treason and disruption of world peace.

THE RAESLER FACTOR 

A History of the Family and their Criminal Status

The Raesler family is an ancient one,and from the 18th century onwards they have all been assassins - no exceptions.A little known fact - and by little known I mean completely unknown - is that Jack the Ripper was,in fact,a misogynist Raesler.By the time Thomas Newcomen invented the first steam engine,the Raeslers had laid the foundations for their becoming as they are,today. 

They shifted their family home to an estate whos location,till date,is unknown.(Of course a few people know where it is,but they daren't reveal it,even on their deathbeds.) 

They made sure that only people in certain circles knew their given names,and almost nobody knew what they looked like.All Raeslers are,to this day,assumed to have "hair as bright as moonlight,yet paler than the death they bring..."This fact is unconfirmed. 

If you employed a Raesler for an assassination,all you could ever hope to find out was their gender,what they sounded like,and how much you had to pay them. 

The Raeslers,in such a way,managed to establish themselves on the upper rungs of the underworld.They operated with such secrecy,that they have,today,become not more than an urban legend many of those who have heard of them.  

The Raeslers were unquestionably crimelords before Empress Eris came to power.Afterwards,however,they were just mercenaries,serving both the Empress and those who opposed her.Used to their criminal status,the Raeslers weren't happy with this.The whole family,then,decided to become rebels;albeit assassins - with only a few exceptions. 

And thus, the Raeslers, still merciless and unrepentant, retained their criminal status.
