Proof of Date of Birth: Statutory Provisions of the Passport Rules, 1980
If in case a contender need to apply for the passport, the person need to submit the Birth Certificate, which will going to act as an proof of Date of Birth (DOB) for the desired authority, if his/ her birth date is 26/01/1989 or born subsequent to it. Note that when you put an application in order to apply for the passport, you need to put forward any of the below listed documents:
Ø You may show your Birth Certificate which will be registered under the Birth & Deaths Act 1969, and issued by the Registrar of Births & Deaths or the Municipal Corporation or even a PAN Card, which also acts as an proof as DOB of applicant. Note that the PAN Card should be issued by the Income Tax Department.
Ø Aadhar Card/E-Aadhar will also be considered as the also provide an actual date of birth of Contender and apart from it Transfer/School leaving/Matriculation Certificate, will also be approved but it should be issued by the school or recognized educational board.
Ø You can also show your Election Photo Identity Card (EPIC), which should be issued by the Election Commission of India and in case if a contender has taken insurance cover under Public Life Insurance Corporations, then Policy Bonds containing DOB are also valid.

Major Changes in New Passport Rules
As per the notification announced by the Minister of External Affairs, related to the New Passport Rules in India 2016, we are presenting before you through this article.
First Rule
In order to apply for the passport, the contender now need to enter the name of father or mother or legal guardian, i.e., only one parent and not both. This rule will be helpful to the single parents while applying for the passport for their children. This rule will also be helpful in the cases of issuing the passport where the name of either the father or the mother is not required.
Second Rule
The Board has reduced the Annexes which were earlier came to be known as 15, as per the Passport Rule 1980. With the removal of the various Annexes such as A, C, D, E, J, and K, there are some of the Annexes with will now be used in the Merged Position.
Third Rule
In order to apply for the passport, the candidate now needs to submit annexes in the form of self declaration which should be mentioned on a plain paper. By doing so, No attestation/ swearing by/ before any Notary/ Executive Magistrate/ First Class Judicial Magistrate would be hereafter required.
Fourth Rule
Through this rule the annexes which are required to be given by the contender, will now be given in the plain paper and all these should be self attested by the applying candidate.
Fifth Rule
Now the applicant is not needed to mention the name of her/his spouse if in case the two are in a situation of separated or divorced. Along with that the Divorce Decree is not needed at the time when a person is applying for passport.
Sixth Rule
In case of the Orphaned children who do not have any proof of DOB such as Birth Certificate etc, affirmation given by the Head of the Orphanage/Child Care Home will be considered as a proof for the Orphaned children if in case he/she wants to apply for issuing the passport.
Seventh Rule
In case if the child is not of wedlock, then only the Annexure G is mandatory at the time of submitting the passport application.
Eight Rule
This rule states that if in case of issue of passport to the domestically adopted children within the country, there will be no need of submission of the registered adoption deed and if the case arises of the absence of the deed, then the passport applying candidate need to provide a confirming of the adoption o a plain piece of paper.
Ninth Rule
Through this rule, the people who are the Government servants, but are unable to obtain the Identity Certificate which comes in the category of Annexure-B and has no Objection Certificate, which comes in the category of Annexure-M, from their employer, but wants to apply for the passport in an emergency, can now easily apply for passport. All they need to do is just to submit the self-declaration in Annexure-'N' confirming that he/she has given prior Intimation letter to the employer in order to apply for the ordinary passport to a Passport Issuing Authority.
Tenth Rule
This rule is made by keeping in mind the issuing passport to the spiritual Guru, Sadhus/ Sanyasis. If they want to apply for the passport in that case, they have to mention the name in lieu of their biological parent(s) name(s) which will be subjected to providing at least Identity Proof document which may be Election Photo Identity Card (EPIC) issued by the Election Commission of India, PAN card, Adhar Card, etc.
