If you see a guy you like. First make light conversation. If he doesn't respond right away or how you'd want him to. Don't rush. Wait until he makes the steps to push the conversation. Don't ask for a number. Let him suggest the exchanging of numbers. This shows he's really interested in you or at least wants to get to know you. Don't be thirsty.
