I'm sorry but these are all Chinese apps, but I promise that they are quite updated
Duomi is actually a good app that my friend recommended to me when I was in Taiwan, but for some reason I can't find it on the play store anymore and if you download the apk, it sucks now so 😭😭
But anyway, Kugou and Xiami are my recommendations because for QQ Music, they only allow it now in Main land China, not sure if you can use vpn because I still haven't tried it, but you could just check to know what they have 😄
To search the song you want, you would have to type the name of the seiyuu in Kanji so example if I wanted to search for Fukuyama Jun's new single (available in Kugou) type 福山潤 then it would appear :)
To download, once the song you want appears, click the more options beside the song and click 下載 or the download icon 😄
Then if a pop op appears, often times there would be a 下次再說 so you just tap that
