The Case of the Unburnt foot

The problem

Edogawa was playing the violin in his room when inspector Ranpo suddenly barged in. "It’s a miracle", he cried as he made his way towards the detective. I stood shocked as I had never seen the inspector that awed. As Edogawa wasn’t paying much attention to him whatsoever, I asked the inspector about what had happened. The inspector then said, “It’s a miracle, a person came back to life after dying!” Still not quite sure about the inspector’s statement I said “Would you please go into the details about how the person came back to life even after he died?” It was only then when Edogawa spoke his words when he said, “You amaze me Allan. I wonder how you came to the conclusion that the person who died is of masculine gender when the inspector hasn’t mentioned anything of such sort.” Without any rational answer I was rendered speechless when the inspector told us that the victim or in this case the survivor was indeed a man. Edogawa then proceeded to ask the inspector about what was this miracle that he was talking about. The inspector then went into the details and said that Streaus Framing, a normal officer who lived in Townsville went missing for 3 days and was pronounced dead after a body was found near the sewage pipe that was burnt to the ashes but fortunately the right foot of the body was unharmed as it had submerged in the sewage water and after the post mortem of that toe, the body was then confirmed to be of Streaus. Almost 3 week had passed now when a neighbour of Streaus came to the station with a photograph. When inspected closely Streaus was seen in the photo with a long coat and a hat! It’s a miracle, it must be a miracle, he cried again. “I presume that you’ve brought the photo with you”, said Edogawa to which Ranpo agreed and showed us the photo. Edogawa said “It really is a bright photo even though it’s taken during the nighttime.”
“Couldn’t it be a photo from when he was still alive?” I asked when Edogawa pointed to the extremely large moon and said, “See this Allan, this unnaturally large moon is a super moon that happens only once a decade and coincidentally the last time it happened was on 12th June 2016 which was just the day before yesterday. So it is certain that the photo was taken on 12th.
“Are you sure that this person in the photo is Streaus?” asked Edogawa to inspector Ranpo to which he agreed.
