So the app we will be using to create such an edit are PicsArt and Over.

First I open the image in Over and add the text where I want it. It's hard to see so I'll use this technique to make it clearer to see.

Turn down the opacity of the words until you can just see it before saving it to your phone.

Open in PicsArt and go to effects. Use the blur tool and press the little erase button at the top.

Erase all of the blur from the image leaving it was as before.

Zoom in to where your wording is and paint back the blur over the words until you can't see it. Repeat until you obtain the desired amount of blurriness.

I want her eyes to really stand out so I use the effect - Vibrant and remove it completely from the image like the blur.

Then I carefully paint it back over her eyes. And apply before saving.

Go back to Over and replace your words onto the image where they were before and tada, you're finished! Hope that this has helped! ^^
