Since the world was put together,The White Fangs saw a city that was different from Beacon.
It wasn't like beacon but it was a new place to discover as they saw people there walking around while others were freaked out from what happened. This was a good opportunity to try to take over Seattle. Roman were talking about the palm that they will do to try and take it over. What do you do?
