Simple, these are what the battles follow.

-Rule 1: Location for battle is set so that neither fighter holds an advantage.
-Rule 2: Neither fighter has prep time, not even a couple minutes to be ready.
-Rule 3: Fighters are equipped with their full arsenal.
-Rule 4: No outside help, no friends may show up to help. For example, no Bat-Mobile, or No Bulma to help Vegeta reach a next level Super Sayain.

Just so you know, there is no, or at least very little, research put into the series. But that doesn't mean the characters aren't taken into consideration. We don't one-sided match ups, characters are paired through certain circumstances. It's not a Pick-From-The-Hat choices.
