Divorce?

We are basically living off of my mom dad barely gets us anything he doesn't even pay the bills or  get us food or even put gass in the car. Mom does everything for us and buys us clothes and everything. If i even ask dad for money for anything he will blow up and throw a fit and start screaming at me. The smallest things set him off, he's like a ticking time bomb. Mom talked to him about getting the car fixed so we can get our driving license (me and sis) she told him that even she would pay for it. Then he went on saying that she is trying to be the hero and fix everything and bla bla bla... And she said why are you looking at it that way all i said is since i have the money why not do it. He said ok if that is so then hand me the money. She told him No because whenever she gives him money for something he spends it on something else. She gave him money to pay the generator bill but he spent it on other things and still hasn't paid it. Mom is actually considering a divorce because of how stubborn and stupid he acts.
