Ludger redirected his attention to the HSDs, hoping that he could manufacture them to the Nazi Party, granting them easier travels during the war. Unfortunately for Ludger, his initial tests were unsuccessful. Either the test subjects were killed during the experiment or they were exposed to Secretum 119. As a result from Secretum 119 consuming human cells and eliminating tissues, the subject's body will recreate and transform into zombies. Days after Ludger's failure, he finally conducted a successful test by teleporting a hound to the Der Mob facility. However, being that the Hound failed to return to the mainframe, Ludger looked at his experiments in failure. Ludger examined and took an interest in his subjects' that had been turned into zombies due to failed experiments. After excogitating, Ludger saw the zombies as another advantage in the war, forcing himself to create a program with the intent to manipulate them.
