That is Denki and Tooru
For denki kaminari
it is being he points out this quote but sadly i can't tell you because you might hate me for it. And in terms of symbolism it points to what he wears in a certain chapter.
For Tooru Hagakure
It is because she herself is absent during the 1st villain attack in school. Teachers pointing out that how could have the villains known the school's sched. An the 2nd villain attack in usj in the chart aoyama and her are missing. When the arc is done she said she was in te landslide area with todoroki. Todoroki quotes himself "i could have frozen her" which he would've he froze the entire place. But she renarks that Ojiro was fighting all those villains alone.. How would she know if she was in the landslide terrain? Where Todoroki and ojiro were in the parrarel to eachother not next to eachother so how?
