Slenderman can turn his static level up and down. For example, when dealing with intruders in his woods, he will set it at the level that messes with their electronics and sometimes slowly up it to a painful or even lethal level.
However, when Slenderman stalks his victims outside of his Forest, he sets it to a level that will nag at the back of your head but not so strong that you can consciously grasp it. In other words, you know that he is there, but you can't pinpoint how exactly.
