Hell was never like it is now, in the past demons tricked humans into making contracts while taking their souls and gaining full control of their bodies. A war broke out involving old demons against new demons and citizens from heaven known as the Jupiter Sisters who sacrificed themselves to seal the Wise from spreading into the human world. When the war ended, the citizens from heave and the Wise were gone from the world and as a result of the battle hell became uninhabitable thus the new demons created a new Hell over the old one. Some demons escaped into the human world while the others where kept in hell sealed away. The new demons needed to capture the old demons that had fled to the human world, thus the creation of Hells Counter Measure Branch was created and leading them was none other than Dokurou Sukāru. Which leads us to now, Dokurou created a special group called the Runaway Spirits Squad . Runaway Spirits Squad is in charge of bringing back the souls of the demons that escaped hell after the war with the Jupiter Sisters.
Elsie: Did you guys hear, they posted the buddies sheet in front of the Counter Measures Branch building.
Haqua: I bet my partner is going to be someone whose going to capture a lot of loose souls for me.
Shalya: Yeah well i hear my partner is called The Goddess Of Conquest so shes bound to be someone amazing for sure.
Elsie: Should we go check it out, everyone is going?
Haqua: Might as well since i got nothing better else to do. How about you Shalya you coming with us?
Shalya: I wish i could but i received a message from the leader of Counter measures so I must be going, ill see you guys later.
Elsie: I wonder why Dokurou-chan called her?
Haqua: Well considering that shes a district chief, I would make sense if her contract with her buddy was about to be made.
Voiceover: Every who is in the Runaway Spirits Squad please head to the courtyard for leaving as the gate will be open soon.
Shalya: Well i guess its time to go for everyone.
Dokurou: Shalya Im expecting great things from you, you shouldn't have a problem capturing loose souls with your buddy.
Shalya: I'll do my best to meet you're expectations Chief, I wont let you down.
Dokurou: Well I've opened a portal so you can leave from here.
Shalya: Ok thanks for everything Dokurou.
Dokurou: Now Elsie you can come in, you have somewhere important to be too.
Elsie: Ok.
