Person B finds the lifeguard, Person A, intimidatingly pretty/hot/whatever, but absolutely hates those cliche stories of where they pretend to suck at swimming. So they do the exact opposite.
They follow all of the rules to an extra extent, and do the best damn swimming that they've ever done before. They're extremely proud of themselves when they feel Person A's state on them multiple times.
But they don't talk to them. After like, 45 minutes of them not saying anything, Person B just concludes that they're already in a relationship or something, and leaves to the changing room, feeling to dejected to feel Person A's gaze still on them.
What happens next is up to you.
