It is a first evoulution, Though you can only find it in eggs at the bottom of the ocean.
It is from Pokémon gen 13
Chibiku Is a small water dragon pokemon that slightly resembles a wet kitten with wings.
Chibiku is known to think the first person it sees as its trainer, therefore it will never leave you alone.
Chibiku do not like pokeballs they prefer to ride on shoulders of their trainer.
When Chibiku feel threatened they spread out their wings and poof their tail to make themselves look bigger.
