I looked up Aphmau Final Fantasy because I wanted to know what Aphmau from Final Fantasy looked like. Underneath it was a Fandom page for Nashmeira, and it said-
"Posing as Aphmau, the court Puppetmaster, she is able to participate directly in her country's affairs without revealing her status."
So obviously this is why in Ultra Nova, Jess plays Nashmeira instead of Aphmau because Nashmeira poses as Aphmau. Also, Nash wears her hair in two buns behind her hair as well.
