First of all, I'm an Apple user (iPhone SE to be exact). I think that most of these following apps are on the Google Playstore, too.
"Wow, that's a lot of apps." — I know 😂 To be honest, I almost never use PicCollage and Canva (Snow's only in this category because I use it to message friends instead of Snapchat).
To find pictures, I use Pinterest. I love that you can make boards and store away art you find for later uses.
After I find art for characters I like, I use Eraser to make pictures into .pngs (aka get rid of backgrounds). If I want to change the characters' eye- or hair-color, then I use Color Recolor.
Once I'm happy with my edited characters, I use SuperImpose to blend the images together. This app does cost money, though: $2.99. I highly recommend.
After I've blended everything together, I slap a thousand filters on my covers using Pixlr or LINE Camera.
Finally, I use Phonto to lay on text. You can download whatever font you want from free websites and go nuts lol.
