In the event of zombies:
The first priority would be to gather weapons, improvised or otherwise. In addition to the zombies, there will scared and desperate people who may end up being a threat as well.
Second objective would be to find a secure place that is easily defensible, hard to reach, and has plenty of space for expansion and places to grow food. Possibilities include skyscrapers, construction sites with the basic structure of floors and ceilings intact, warehouses, even a highway overpass if you can block off or blast away the on ramp to keep the undead and the violent living away.
Thirdly, scavenging will only last for so long before supplies are exhausted, and without a stable and prolonged source of food production, you and anyone with you will starve to death even if you survive the zombies. Growing fruits and vegetables in sufficient quantity is essential for long term survival. Collect what you need for sustenance until the first harvest. If you live near the country, gathering a few animals for livestock might also be helpful, but it wouldn't be likely for city dwellers.
A forth objective would be to fortify the base area where you intend to live, blocking access routes, and making it impossible to enter once everyone you intend to save is inside. Stairwells in buildings could be jammed with office furniture, filing cabinets, chairs, computers, and anything else you can find. As long as the undead don't know you're in the building, it seems unlikely they would try and break through any of the barricaded stairwells, so the higher up in the building you can get, the better. Skill with a welder might allow for the permanent closure of metal doors. Once the undead surround the place, you'll be fairly well protected from anyone or anything trying to do you harm.
Finally, the undead are decaying, so sooner or later, they will fall apart and be unable to function, giving you the opportunity to take back the world. The best way to beat the zombies is to simply outlive them.
