Let me explain, Todd has a magical necklace (the eye start shining a really pink colour and starts controlling the other person whenever Todd wants to), but now, he found a magical ring!
What happens is that the two of them collide with each other. Their powers can't murge, so they end up battling for the power. Now the eye can turn on whenever it wants to and the ring can turn on whenever it wants to, but Todd doesn't know and he can't control it.
