To me this quote is for some one who is important to you, it could be a friend a family member or some random guy you met off the streets (okay Elle I'm pretty sure that no one would say that to a random strange but if you wanna go right on ahead). It shows that this person is someone who is on your mind a lot and is someone you really and truely care about.
