It has been three years since the rebellion. It has been three years after the slaughter. It has been three years after the Government failed to keep their citizens in check. The rebellion lasted five days and the time it costed to rebuilt the city was nine weeks. Hundreds were killed during those five days and sadly more died after from injuries. It was a harsh wake-up call for the Government to change the way they rule. So instead of satisfying those who rebelled, they made even more strict rules which only divided the Districts more.

District 1 was made up by the Government itself and their close families. They had control over the whole City and were responsible for keeping the citizens save.
District 2 was the district that led to a bright future. Most people were focused on school and education so that they could become a doctor, scientist and in some rare cases, part of the Government. District 2 was a wealthy district, being the second district they had the most money after the first district.
District 3 was also wealthy, although less than the second district. This district was more focused on engineering and technology, the future some might say.
The next district, District 4, were mostly soldiers and guards, protecting the city from any treats. Sadly, many inhabitants of this district died during the rebellion. District 4 wasn't well-off after they got the situation under control and it costed a lot of blood, sweat and tears to rebuilt the district.
The fifth district specializes in entertainment. Although many districts have popular artist, this district has the finest and most entertainers that break through the industry.
District 6, the nature district. This district caught fish and hunted on animals. If one bought some chicken, there was almost a 95% chance that it came from District 6.
The other types of food, like vegetables and fruits, were retrieved from District 7. The civilians of this district were short on money and needed to sweat their brows off in order to support their families.
The last and poorest district was District 8. District 8 consisted of cast aways, orphans, beggars and inhabitants who were born into the district. These people needed to work on the fields of District 7 and since District 7 itself was not well -off, they were paid very little.

The new rules made the districts even more obvious. The higher districts got more rights, while the lower districts were strapped from theirs. "Interaction with four districts lower than your own is strictly forbidden" changed into "Interaction with two district lower than your own is strictly forbidden" and so on.

However, the Government wasn't satisfied just yet. Word has been going around that there were so called "mutants" present inside the City. You see, years and years ago there was a group of survivors from the mutants that decided to build a camp. Slowly but surely, the camp became a small village and eventually a City. But the mutants still existed and were a threat to the humans, so in order to protect themselves, the humans created a huge cliff around the city. It was impossible to jump from the Outside to the City and the fall you would make if you tried lead to imminent death. Nobody has been to the Outside, even if they wanted to, it was impossible. All flying objects were spotted by the soldiers from District 4 and the up-to-date technology from District 3 made it technically impossible for mutants to go to the City.
Technically, because it seems like there were still mutants inside the city. The Government decided to slaughter all the mutants to make sure another rebellion won't happen again. So they sent a letter to every family with one of more boy(s) from every district, ranging from age 15 to 25, to go to the Government to be tested. Those who pass the test will be put into a team, a group of nine who will hunt all the mutants down. The Government named this team The Hunters, and those who pass will earn a sum of money. For every mutant that they kill, another sum of money will be sent to them and their families, until every mutant is killed. Passing the test meant money, fame and respect. But failing killing the mutants or going against the Government in any way, meant a public death. Those who go against the Government will be hanged, tortured or beheaded in front of all the districts to see. Their families will be sent to the Government to become lifetime servants and will be repaying the Government for the bad-doing their son has done.
