It's perfectly fine to make characters and even whole cast that your audience is supposed to hate, but make sure that these characters still have something attractive about them, such as charm, intelligence, or wit. For reference, think of Lady Susan by Jane Austen, a charmingly wicked character despised and admired at the same time.
