Backstory: Hailee had never been liked by her real parents, so Jughead decided to take her in as a sister when they were both little. Which ended up with FP adopting her. She had been really close to Jason, maybe even more then Cheryl, because she knew about the playbook before anyone else did, but she didn't want to get Jason in trouble so she kept quiet about it until Chuck was brought up. She basically tells Jughead about everything, but she didn't tell him that she was the beginning of the playbook because of Chuck.
