All righty, this isn't an actual chapter. More like a chapter dedicated to explaining a few things going on in this story.
First of all, both Izuku and Gin were born quirkless. Hoshi wasn't, she was born with a skin mutation quirk that turned her skin blue.
Izuku was kidnapped because he was quirkless, meaning that the scientists (known as the white-coats) had more to work with.
Hoshi was kidnapped two years before Izuku when she was four, this also gives the scientists more to work with.
Gin was taken as a bargaining chip Sensei could use against Payton and Kurogiri.
In this fic, quirks are generated from a gene similar to the 'X' gene from X men. Those born with this gene have a mutation giving them only one toe joint. If you have both joints, you have no quirk gene.
In a few of the earlier chapters, it was mentioned that Izuku, Hoshi and Gin were given injections. These injections were designed to inject artificial quirk genes into the three, in an attempt to give them quirks. The serum used in the injections is purely experimental and doesn't have a guarantee to work, hence why they were given so many injections.
The tests they (Izuku, Gin and Hoshi) were put through were based on the ones from the first Deadpool movie, where Francis placed Wade in positions where the conditions forced Wade's genes to mutate. In this fic, the tests were designed to prepare their genes for future events (Sensei giving them quirks).
