The Constitution of India envisages to give its people a dignified life. For the citizens to have an optimum quality of life, the basic necessities for living must be met. It is saddening that even after 70 years of Independence there are 1.7 million people living without roofs over their heads. Two apps will be using to get this rural development scheme successful i.e., AwaasSoft and Awaas App that monitors real time and evidence based progress of the house construction. This is the scheme that is launched in 2015 to assure everyone housing by 2022. Also, these houses will be having every basic need i.e., Toilet, LPG Connection, Electricity connection and Drinking water to facilitate life. One can get this house by allotment on the name of Woman or jointly between Husband and Wife. Till now, 25.2 million houses are constructed under this scheme.

History of the Pradhan Mantri Awas Yojana:

The public housing schemes started at the time of Independence to provide shelters for the refugees. The housing schemes were an instrument to alleviate poverty. In 1996, Indira Awas Yojana (IAY) was launched. Although, the IAY addressed the housing needs to a significant extent, the scheme suffered from many lacunae that the CAG report in 2014 highlighted. The chief among these were: lack of transparency in identifying the beneficiaries, non assessment of the housing shortage, lack of supervision in technical matters and weak monitoring. To address these loopholes the IAY was restructured into Pradhan Mantri Awas Yojana Grameen with effect from April, 2016 . The vision is to provide Housing for All by 2022.

Provisions for Pradhan Mantri Awas Yojana:

· The Scheme envisages to provide a pucca house to all the houseless and those living in kutcha or dilapidated houses by 2022

· It has been envisioned to provide house to 1 crore beneficiaries in the three years time period from 2016-17 to 2018-19

Salient Features:

·1.20 lakhs assistance to plain states and 1.30 lakhs assistance to difficult and hilly areas including the districts included under the Integrated Action Plan (IAP) states.

·Convergence with other schemes like Swachh Bharat Grameen and MNREGA through an assistance of 12000 INR for construction of toilets.

·The selection of beneficiaries is on the basis of Socio Economic and Caste Census of 2011

·The construction is based on local materials and local housing designs. Thus the houses are to be built in keeping with the disaster management and climate change mitigation guidelines.

· Training and certification programmes have also been carried out for masons across the Country.

·Programme Implementation and monitoring will be done through community audits in addition to audits by the Central and State Government officials.

The scheme is being implemented across the country with around 10 lakhs registered for the rural development india scheme. It is high time for the real estate to concentrate on the bottom of the pyramid. Cement and Steel industry will get a boost. Thus, the public housing scheme is imperative for India to move up the ladder in terms of human as well as economic development.
