It can edit the user's quirk
With no drawbacks or not.It will not activate if he doesn't have another quirk.(Example of One for all to make it activate)
Quirk:Mimicry
This will make the user's copy the quirks he/she saw and makes it 5x stronger with no drawbacks.
Drawback:When overused it,the user will vomit blood and lose consciousness.
A/N:Maybe I should genderbend katsuki and shouto....

Btw he's quirkless due to his quirk "edit" so he's like a late bloomer...
