So for this I used IbisPaint, which is a free app you can get on any phone.
Using the first dip pen, select a color and draw a lock of hair.
Create another layer and select clipping group. This will make it so you only draw on the lock of hair, which makes it appear neater.
Using the trapezoid airbrush, use a dark purple set to low opacity and shade both ends of the hair. This should create a gradient effect.
Combine the two layers.
Using the smudge tool with the dip pen setting, smudge little indications of singular hair strands.Using the dip pen on a clipping layer, draw little strands of hair using different shades of purple (eyedrop the shades from what you've already drawn.)
Merge the layers. (You may need to lower the opacity of the strand layer.)Create a new layer, and click blending mode. Set the mode to screen. Click clipping group.
Using a light pink, draw a single band across the hair. Make sure its thick.
Erase bits of the band, and blur the remaining color. Merge all of the layers.
There u go! Thats how I draw hair digitally.
I might do a tutorial on how I shade skin later on.
