So you have met the person complaining about kill stealing and him not being able to get a kill, mostly they are the ones getting carried,Kill stealing is ok if you're one of these heroes classes:
Marksman
Assassin
Mage
Fighter(really depends on what fighter you use)
Heroes that are not in the list are really bad if they kill steal, Tanks and supports dont need the exp and gold from the kill, they can kill secure but dont let them kill steal, this will lead to a loss if the tank/ support is kill stealing seeing as your lvl 11 and he is lvl 15, thats bad, you have 3 items, he has 5, that is much worse
If its late game and your already maxed out, let them kill steal, at least your team can try leveling up to max.
