When somebody cries leave them alone . Stay with them but don't say anything . It may seem mean to you and to the person crying at first ,but when you're crying don't you want to be alone and be comforted at the same time . Also when you tell someone to stop crying your self conscious just doesn't want to get emotional , so you tell them to stop ! Either way you're being a little mean ,but the first way is just plain old nicer.
