Genetics carry the weight of who a baby will be,who they will look like, and if they would survive birth in a place like division 7. Antarctica was reserved for only the weakest of mages, so many did not survive past 6 hours. The ones that did had a lifetime full of struggles ahead of them, but none like Bolton Carshaw. Born to Sasha and Lindon Carshaw in the winter of '99, he was the first child whose Potential measured in higher than 300 in the history of division 7. 7 was reserved for those of 250 and below, so when Bolton measured a 782 The Council removed him from his family for raising in division 3, North America. A 782 was the 5th highest Potential at birth since Posidius' invention of the scale in 200 BC. Among those higher that you may recognize: Merlin with an 861, Posidius himself with an 886, and Albert Einstein with an 893. Of course, your Potential at birth only matters if it's consistent enough with your Potential measured upon reaching adulthood.
Bolton's childhood schooling came easy to him, always passing classes with high marks. That is, until his last 2 years, in which the requirements are learning all modern magic requirements before being sent out into the world. In the old days, magic was channeled from the depths of space and time through the mind of the mage. Now, however, with the invention of new technologies it is unnecessary to put that kind of strain on the mind and body. The scientists from division 3 developed a worldwide network of magic "transmitters" called Beacons that allow magic to flow more steadily and controlled through the user when called upon. No matter how easy they were made to use, Bolton could not achieve much through the use of Beacons, and with his Potential examination coming up in 2 short years, he feared his time as a successful wizard might be coming to an end.
