He actually originated from me mistaking what my friend Katie said. She screamed out GOD DAMMIT RALEIGH to another one of my friends and I thought she said GOD DAMMIT BILLY and I was really confused because no one named Billy was near us. When she explained what she actually said, I laughed and Billy was created.
