This is talking about Bloody Mary of England, the garden is talking about the people she's executed. The silver bells cockleshells were nicknames for her favorite torture devices the guillotine and the thing that stretches you until you're ripped apart I think. The pretty maids is the seas of heads of those that opposed her that she's killed as goes along with the garden
