Overall species is based on the Cryolophasaurus and Dilophosaurus
Thin needle like teeth with a unhinging jaw
For arms because YES
Lacks a tongue
Frill is expandable and red-white in coloration much like a circus tent
Full color scheme is undecided

Some sort of psychotic ring-master who enjoys seeing the suffering of others. A greedy sob who's only real care is money and he sports a heavy British accent.
Will also eat your kidneys
